On October 10, 2006, National Development and Reform Commission entrusted BOT Investment Co., Ltd. to evaluate the feasibility & research report of the Suifenhe-Mudanjiang section of Suiman national main line expressway in Heilongjiang. Our corporation immediately established a project expert term, made preliminary preparations for the evaluation work and set down detailed work schedules. Wei Baisong, the Vice President led the evaluation and expert team to the project spot in Haerbin, Heilongjiang Province to carry out investigation and held a research meeting, followed by detailed communication and discussions with relevant project institutions about the questions. After the comprehensive evaluation on the feasibility & research report and the supplementary materials supplied by the project institutions, our corporation successfully completed the evaluation task on December 4, 2006, by submitting the document named “The Evaluation Report for the Feasibility and Research Report for the Suifenhe-Mudanjiang Section of Suiman National Main Line Road in Heilongjiang” to National Development and Reform Commission.
　The construction contents of the project include: the 170-kilometer-long main line, with the total length of the 62 bridges of 13.6 km, that of the 28 large ones of 10.2 km, and that of the super large one of 1.2 km. The total length of the Dongning connecting line is about 48 km, and that of the Mulingzhen connecting line about 7 km. The construction period is three years. The estimated investment is 6.34 billion yuan, containing 5.92-billion-yuan static investment.
　The construction of the project is necessary to perfect the national main line road and the expressway network, to implement the skeleton road network plan in Heilongjiang and the northeast, to perfect regional comprehensive transportation network system, and to adapt to regional traffic transportation development. The completion of the project will produce obvious social benefits such as, to implement the rising-up strategies in the northeast, to quicken the cooperation and development of Sino-Russia foreign trade, to promote the tourist development, and to strengthen the national defense construction.
