On September 7, 2006, National Development and Reform Commission entrusted BOT Investment Co., Ltd. to evaluate the feasibility and research report of Huangniuchang-Qiqihaer section of Suiman national main line road in Heilongjiang. Our corporation immediately established a project expert term, made preliminary preparations for the evaluation work and set down detailed work schedules. Wei Baisong, the Vice President led the evaluation and expert team to the project spot in Haerbin, Heilongjiang Province to carry out investigation and held a research meeting, followed by detailed communication and discussions with relevant project institutions about the questions. After the comprehensive evaluation on the project proposal and the supplementary materials supplied by the project institutions, our corporation successfully completed the evaluation task on November 17, 2006, by submitting the document named “The Evaluation Report for the Feasibility and Research Report of Huangniuchang-Qiqihaer Road in Heilongjiang” to National Development and Reform Commission.
　The construction contents of the project include: the 101.3-kilometer-long main line, one supervision center, one main-line toll gate, one service area, two parking areas and the 76-kilometer-long auxiliary road. The construction period is two years. The estimated investment is 1.22 billion yuan, containing 1.16-billion-yuan static investment.
　The construction of the project is necessary to perfect the national main line and the expressway network, to promote the strategic process for the old industrial base in northeast, to implement Heilongjiang road network development plan, to perfect regional comprehensive transportation network system, and to adapt to regional traffic transportation development. The completion of the project will produce obvious social benefits such as, to promote the economic development in Qiqihaer, to strengthen the regional tourist cooperation and development, and to promote the ecological environment protection.
