March 15, 2006, by issuing document [2006] No. 512, the National Development and Reform Commission entrusted BOT Investment Co., Ltd. to evaluate the Suolong Temple to Mengzi Road of the National Highway (Erlianhaote to Hekou) within Yunnan Province.
　Upon receiving the document, our corporation immediately organized a project expert term, made front preparation and set down specific working schedule. From April 7, 2006 to April 12, Wei Baisong, the Vice President led the project team and expert team to the project site in Kunming of Yunnan province to make investigation, and then held a research meeting on the FSR, followed by detailed communication and discussion with relevant project institutions on existing questions. After comprehensive evaluation on the FSR and the supplementary materials, our corporation submitted BOT Transportation [2006] No. 010 “Evaluation Report on the FSR of Suolong Temple to Mengzi Road of the National Highway (Erlianhaote to Hekou) within Yunnan Province” to the NDRC on June 7, 2006, and successfully completed this evaluation task.
　The construction scale of this project is: the total length is 76.1 km; the total length of the 60 bridges is 10451 m, 36 of which are large bridges with a total length of 9366 m; the construction period is 3 years. The estimated investment of this project is 3.822 billion RMB, of which 3.602 billion is static investment.
　The construction of the proposed project is necessary to the completion of the trunk lines of the state highway and the expressway network, the implementation of the development planning of the transportation network in Yunnan province, the completion of the regional comprehensive transportation system, and the adaptation to the regional transportation development. The completion of this project would bring obvious social profit to the following aspects: enhancement of the Western Development, promotion of the regional cooperation between China and The Association of South East Asian Nations (ASEAN), promotion of the fast development of the tourism in Honghezhou, as well as enhancement of the national defensive combat readiness construction, etc.
