Feb. 8, 2006, by issuing document [2006] No. 225, the National Development and Reform Commission entrusted BOT Investment Co., Ltd. to evaluate the Xinkailing (within Liaoji Border) to Dandong Guchengzi road project in Hurnren of Liaoning Province
　Upon receiving the document, our corporation immediately organized a project expert term, made front preparation and set down specific working schedule. From Feb. 23, 2006 to Feb 28, Wei Baisong, the Vice President led the project team and expert team to the project site in Shenyang of Liaoning province to make investigation, and then held a research meeting on the FSR, followed by detailed communication and discussion with relevant project institutions on existing questions. After comprehensive evaluation on the Project Proposal and the supplementary materials, our corporation submitted BOT Transportation [2006] No. 009 “Evaluation Report on the Project Proposal of the Project Proposal of the Xinkailing (within Liaoji Border) to Dandong Guchengzi Road in Hurnren of Liaoning Province” to the NDRC on Apr. 5, 2006, and successfully completed this evaluation task.
　The construction scale of this project is: the total length is 197 km; the total length of the 129 bridges is 30743m, of which the total length of the 85 super and large bridges is 28501m; the construction period is 3 years. The estimated investment of this project is 11.68 billion RMB, of which 11.051 billion is static investment.
　The construction of the proposed project is necessary to the completion of the trunk lines of the state expressway network and the northeastern frame highway network, the implementation of the development planning of the expressway network in Liaoning province, the completion of the regional comprehensive transportation system, and the adaptation to the regional transportation development. The completion of this project would bring obvious social profit to the following aspects: implementation of the strategy to rejuvenate the northeast, promotion of the fast development of Dandong Harbor, promotion of the regional tourism cooperation, and enhancement of the state defensive combat readiness construction, etc.
