Completed the Evaluation on the Project Proposal of the Chaoyang to Heishui Road (within Liaomeng Border) in Liaoning Province¡¡(Jan 12, 2006)


¡¡Nov. 8, 2005, by issuing document [2005] No. 2388, the National Development and Reform Commission entrusted BOT Investment Co., Ltd. to evaluate the Chaoyang to Heishui Road (within Liaomeng Border) in Liaoning Province.
Upon receiving the document, our corporation immediately organized a project expert term, made front preparation and set down specific working schedule. From Nov. 28, 2005 to Dec. 1, Wei Baisong, the Vice President led the project team and expert team to the project site in Lianyungang of Jiangsu province to make investigation, and then held a research meeting on the FSR, followed by detailed communication and discussion with relevant project institutions on existing questions. After comprehensive evaluation on the Project Proposal and the supplementary materials, our corporation submitted BOT Transportation [2006] No. 001 ¡°Evaluation Report on the Project Proposal of the Chaoyang to Heishui Road (within Liaomeng Border) in Liaoning Province¡± to the NDRC on Jan. 12, 2006, and successfully completed this evaluation task.
¡¡The construction scale of this project is: the total length of the main line is 103.44 km; the total length of the 98 bridges is 12200 m; the construction period is 3 years. The estimated investment of this project is 4.173 billion RMB, of which 3.932 billion is static investment.
¡¡The construction of the proposed project is necessary to the completion of the trunk lines of the state expressway network, the implementation of the development planning of the expressway network in Liaoning province, the completion of the regional comprehensive transportation system, and the adaptation to the regional transportation development. The completion of this project would bring obvious social profit to the following aspects: promotion of the implementation of the strategy to rejuvenate the northeast and the West Development strategy, improvement of the transportation conditions for launching out the mineral and coal resources in the eastern Inner Mongolia, promotion of the economic development and casting-off poverty in the western region of Liaoning Province.
